Addendum 1 – RFP Questions & Answers
The City of Perry invites interested and qualified firms to submit proposals for a Certified Public accounting firm to conduct the Financial and Compliance Audit of the City’s operations for the year ending June 30, 2025.
Services will include, but are not limited to:
- Planning and performing the audit
- Performing tests of documentary evidence
- Evaluation of Internal Controls
- Management Letter(s) per Financial Report
- Letter of comments and recommendations in accordance with SAS 60
- Presentation of findings before the City Council
- Technical Assistance throughout fiscal year-costs included in yearly fee
- Preparation of GASB34 Financial Reports
- Preparation and filing of F65 Report
- Preparation and filing of Michigan Department of Transportation Act 51 schedules and reporting
PROPOSAL SUBMISSION:
Proposals must be submitted in a sealed envelope plainly marked “Proposal for Auditing Services” and delivered to the address below prior to 3:00 pm Friday, February 21, 2025.

Proposals should include relevant qualifications and/or references, and a fee schedule for a one-year, two-year and three-year engagement. Late submittals will not be considered.
Questions regarding this RFP can be sent to treasurer@perry.mi.us by February 7 at 3:00 PM. All questions will be addressed in an RFP addendum on our website www.perry.mi.us no later than February 11 at 4:00 PM.
A copy of the city’s completed audit report for 2024 can be found on the Department of Treasury’s document search site for reference: https://treas-secure.state.mi.us.
City of Perry may reject any or all of the proposals on any basis and without disclosure of a reason. The failure to make such a disclosure shall not result in accrual of any right, claim or cause of action by any unsuccessful bidder against the City of Perry.
The City of Perry is seeking qualifications on a fee for services and is not bound to accept the least costly proposal. This request for proposal in no way commits the City of Perry to make an award to, or reimburse anyone, for any expense incurred in responding to this request.
